POLICE DEPARTMENT LIEUTENANT RETIRES
Lieutenant Jeffrey Kinney retired from
the Fulton Police Department on 1/2/2010 after 20 years of
service with the City of Fulton Police Department. Kinney
began his career at the police academy in Watertown, NY in
August of 1989. He was promoted to the rank of Sergeant in
2001 and then to Lieutenant in 2005.
Kinney was assigned to the Oswego
County Drug Task Force in 1998 where he spent three years
under then DA Dennis Hawthorne. In 2000 Kinney was named the
City of Fulton’s Police Officer of the year for exemplary
police work. He received a Unit Citation in 2001 for his role
in investigating the Diana Cooper Homicide, and in 2003 Kinney
received an Honorable Service award for his work on an armed
robbery at the Sunoco gas station. Throughout his career
Kinney received several Drug Buster Awards for outstanding
work on narcotics investigations.
In March of
2006 Lieutenant Kinney was tasked to replace retired
Lieutenant Russ Johnson as the commander of the Fulton Police
Departments Criminal Investigations Division. As the Commander
of the Criminal Investigations Division Kinney lead several
notable investigations including a joint investigation with
the Attorney General’s which started in 2007 and finished in
2008 in which 28 people were charged for their part in
trafficking crack cocaine into Oswego County from Rochester.
Kinney also supervised the investigation which lead to the
arrest of Jay Barboni for murder for the death of 15 month old
Nicholas Taylor in the summer of 2008.

POLICE LOOKING FOR CROSSING GUARDS
Fulton,
NY, January 12, 2010 - The
Fulton Police Department is looking for people interested in
becoming a crossing guard.
There are currently no openings but the department is
preparing for possible future openings. The general time
frame for the various crossing guard posts could be from 7:50
AM until 8:45 AM for the morning and 3:00 PM until 3:50
PM.

POLICE AT THE SCENE OF A STANDOFF
FULTON, NY, 01/04/10, 6:00 AM — On 1/3/10 at 11:57 PM
Fulton Police were dispatched to the 500 Block of Cayuga
Street in Fulton for a reported Domestic Dispute.
Upon police arrival a person fled from an apartment and
reported there were two people inside and one had a knife.
Contact has been made with a person inside the
residence and the person is refusing to come outside or to
cooperate any further. At
this time it cannot be confirmed if this is a hostage
situation. The
Oswego County Sheriff’s Department SWAT Team has responded
to the scene as well as a Canine from the Onondaga County
Sheriff’s Department. Police
are still on the scene at this time.
TRAVEL
ADVISORY FOR FULTON LIFTED
FULTON, NY, 1/4/10 - 4:00 AM — The travel
advisory that was issued during the early morning hours on
1/3/10 urging the limitation of all unnecessary travel has
been lifted. Fulton
Department of Public Works Crews have been working diligently
over the past 24 hours and have been able to get the roadways
sufficiently cleared for travel.
At the current time it is snowing lightly and most
roadways are snow covered so motorists are still asked to
drive cautiously.

ADVISORY ISSUED IN THE CITY OF FULTON - NO UNNECESSARY TRAVEL

FULTON,
NEW YORK January
3, 2010 - 4:15 AM – The City of Fulton has issued a Travel
Advisory and Fulton Police recommend no unnecessary travel in
and around the City of Fulton.
When travel is necessary extreme caution is urged.
During the past day steady snowfall combined with
occasional blowing snow has made hazardous travel conditions.
City Department of Public Works crews are in the
process of clearing streets however the rate of snowfall is
making the task difficult and in some areas roadways are
slick. Police also
remind persons in the City of Fulton that on-street parking is
prohibited from 1:30 AM to 5:30 AM.
Violators will be ticketed and may be towed to help
facilitate snow removal.
The National Weather Service currently has in effect
for Oswego County, and surrounding counties, a Lake Effect
Snow Warning. This
was issued Saturday night and is currently set to expire
Sunday night at 6:00 PM. For
Fulton the NWS forecasts a 100% chance of precipitation during
the day Sunday with new snow accumulation of 7 to 11 inches
possible and wind gusts as high as 34 mph.
The forecast for Sunday night is new accumulation of 3
to 7 inches possible. High
chance of snow is forecasted through Monday and into Tuesday.
Any change in the status of the Travel Advisory will be
announced as soon as possible.

Lisa
Marie Senska, age 37,
Cicero, New York was arrested by the Onondaga County
Sheriff’s Department on October 21, 2009 after an arrest
warrant was issued by the Town of Clay Court.
The Fulton Police Department’s Criminal Investigation
Division in cooperation with the New York State Department of
Health Bureau of Narcotic Enforcement conducted an
investigation that resulted in the following charges against

The defendant is accused of filling three separate
prescriptions for controlled substances totaling $2,892.31 on
April 28, 2009. The prescriptions were intended for her
husband, Robert A. Senska and were paid for by the defendant
using a New York State Public Benefit Card in the name of her
husband, Robert A. Senska. The defendant filled these
prescriptions and paid for them while knowing that her husband
had died prior to the defendant filling the prescriptions.
The defendant was arraigned on these charges and it is unknown
when the defendant is scheduled to appear next.
The
Fulton Police Department continues to pursue those persons
selling or possessing illegal substances and anyone with

MAN ARRESTED AS A FUGITIVE
FULTON,
NY, 10/27/09
— During the evening of 10/27/09 Fulton Police responded to
a report of a disturbance at 151 W. Third Street South in
Fulton. While
there a warrant check was done on a guest at that location, 32
year old Paul A. Janes Jr. of Worth Street Fulton.
It was discovered that there was a warrant issued by
Volusia County Florida on 10/21/09 for Janes for failing to
appear at a pre-trial hearing for “Fleeing / Attempt to
Elude”. Contact
was made with the Volusia County Sheriff’s Office and it was
indicated that they would extradite.
Janes was taken into custody and held pending
arraignment on 10/28/09 in Fulton City Court.
After arraignment Janes will be held in the Oswego
County Jail pending extradition.

MADE AFTER TRAFFIC STOP
Fulton, NY, October 16, 2009
Justin M. Smith, age 30, Syracuse, New York was
arrested on October 16, 2009. The defendant was observed
operating a motor vehicle by Officer Blasczienski of the City
of Fulton Police Department, who had information that Justin
M. Smith was unlicensed. The
defendant was found to possess 14.2 grams of cocaine, some
marihuana and hydrocodone tablets. As a result of the traffic
stop the defendant was charged with the following;

STREET
CLOSURE ANNOUNCEMENT
Fulton, NY, October 15, 2009 - On Monday
10/19/09, the City of Fulton Sewer Department will be closing
W. First Street Between Hart Street and Phillips Street for
sewer repair. This section of W. First Street will be
closed to all vehicular traffic beginning at 8:30 am and
is expected to reopen at 5:00 pm.
*Southbound traffic on W. First Street will be
detoured west onto Hart Street, then south onto W. Fourth
Street, then east onto Phillips Street returning back to W.
First Street Southbound.
*Northbound traffic on W. First Street will be
detoured west onto Phillips Street, then north onto W. Fourth
Street, then east on Hart Street returning back to W. First
Street northbound.
*SPECIAL NOTE*
W. First Street between Gansvoort St. (Oneida Street Bridge)
and SR 3 (Broadway Bridge) WILL BE CLOSED TO ALL TRACTOR
TRAILER TRAFFIC during the hours of this closure. All
tractor trailer traffic will have to utilize SR3 or SR 481 for
northbound and southbound travel through the City of Fulton
during the above listed date and times.
OVERNIGHT
PARKING BAN FAST APPROACHING
Fulton, NY, October 15, 2009 - The
Fulton Police Department reminds city residents that the
overnight parking ban on all city streets starts on November
1st and continues until April 1st and is enforced between the
hours of 1:30 AM and 5:30 AM. Weather permitting,
traditionally during the first two weeks the Fulton Police
issue courtesy tickets to reacquaint motorists with the
ban. After the warning period parking tickets will be
issued and if extreme weather deems it necessary, vehicles may
be towed to allow for snow removal.
The fine for a violation of the ban is $15 and increases if
not paid after 10 days. Anyone who receives a ticket on
their vehicle must either appear in person at the Parking
Ticket Violation Bureau located at the Fulton Police
Department located at 141 South First Street Fulton, or
respond to the ticket by mail.

PURSUIT
ENDS IN ARREST
Fulton,
New York, July 4, 2009 — Fulton Police, who were involved
in a high speed pursuit on 7/2/09 following a reported larceny
at the Super Walmart in Granby, charged the driver, Javonnia
Rouse, 30, of Rochester with Reckless Driving, Failure to
Comply, and other traffic-related offenses.
On July 2nd, the Oswego County
Sheriff’s Dept charged Rouse and co-defendant Shytrece
Banks with Grand Larceny in the Fourth Degree, a class E
Felony, related to the larceny in
Granby
. The Oswego
County Sheriffs Dept and Fulton Police Dept are continuing
their investigations into the incident.
As of this writing, both defendants were still being
held at the
Oswego
County
Public
Safety
Center
.

, July 2, 2009 —
Fulton
Police were involved in a high speed pursuit on resulting in
the arrest of two
Rochester
women. At approx.
6:37 PM, Fulton Police were advised of a larceny that had just
occurred at the Super Walmart in the nearby Town of
Granby
. Two females were
seen leaving the store in a white Ford Explorer.
At about that time, Fulton Police observed the vehicle
driving recklessly in the city and attempted to stop the
vehicle. The
vehicle failed to comply, and led police on a three county (
Oswego
, Cayuga, and
Wayne
) high speed pursuit onto State Route 3 and State Route 104
with speeds reaching over 90 mph.
The vehicle was eventually stopped in Red Creek in
Wayne
County
, and the occupants were taken into custody.
Merchandise from Super Walmart was recovered by police
from the white Ford Explorer.
The driver, Javonnia Rouse, 30, and passenger,
Shytrece Banks, 30, both of Rochester were charged by the
Oswego
County
Sheriff’s Dept with 1 count of Grand Larceny 4th
Degree. Fulton
Police continue their investigation, and anticipate the filing
of multiple traffic and criminal charges against the two.
Both were arraigned in the
Town of Granby Court
and held at the Oswego County Correctional Facility.
Rouse was held in lieu of $2500 bail, while Banks was
held without bail. Wolcott
Police, the New York State Police, the Wayne County
Sheriff’s Dept, and NYS DEC all assisted in the pursuit.
FULTON
POLICE CATCH BURGLAR
Fulton, NY, July 4, 2009 — Fulton
Police arrested Mark S. Heald, 21, of Fulton in the early
morning hours for Burglary Third Degree, a class D felony, and
Criminal Mischief Fourth Degree. At approx. 2:32AM, Fulton
Police responded to an alarm activation at Tavern on the Lock
Restaurant on S. First Street in Fulton.
Heald was discovered inside a fenced area of the
building by police. He
allegedly forcibly entered a locked cabinet and took two
bottles of liquor, causing less than $250 worth of damage.
Heald was arraigned by Hon. Spencer Ludington in Fulton
City Court and remanded to the Oswego County Public Safety
Center on $500 cash/$1000 bail bond.

AAA’s Community Traffic Safety
Program is an awards and recognition program for communities
of all sizes nationwide that identify and address their
local traffic safety issues.
The program considers basic crash statistics,
presence of a traffic safety leadership group, projects, and
their effectiveness. The awards progress from Honorable
Mention to Bronze, Silver, Gold, and to the highest level,
Platinum.
Top Platinum honors were awarded
to the City of

. A Gold Award
was presented to the City of
Oswego
.
Gold
Awards are given to communities that implement programs and
projects that demonstrate superior effort at addressing
local traffic safety issues. Platinum
Awards are given to communities that not only demonstrate
outstanding success in addressing local traffic safety
issues, but show a clear trend of improvement over five
years and/or provide data that is substantially better than
the statewide data for communities of similar size.

Man charged with Rape
On February 6, 2009, the Fulton Police
arrested Sean A. Generous, age 44 of Fulton, after an
investigation by the Fulton Police Department and the Oswego
County Department of Social Services Child Protective
Division. Generous was charged with the following:

Endangering the Welfare of a Child
Class A Misdemeanor
Generous is accused of engaging in sexual
intercourse and sexual contact with a person under the age
of fourteen between December 25, 2008 and January 1, 2009
while at his residence in the City of Fulton.
Generous was arraigned in the City of Fulton Court by the
Hon. Spencer J. Ludington and remanded to the Oswego County
Public Safety Center in lieu of $10,000 cash or $20,000
secure bail bond.
He is scheduled to return to Fulton City Court on February
11, 2009 at 9:00am.

Police Become First Agency Certified Under
New Program
Keeping Communities Safe Using Best
Practices in Sex Offender Management

PRESS RELEASE HERE.
SCHENECTADY, NEW YORK – The Fulton Police Department
became the first agency to become certified by the New York
State Association of Chiefs of Police (Association) in a new
sex offender management program. The certification
recognizes that Fulton Police are employing recognized
practices in managing sex offenders in their community. The
presentation was made at an 11:00 AM ceremony on Friday,
January 30, at the Municipal Building in Fulton, New York.
The "Certified Best Practices" program was
launched earlier this month to recognize police agencies
that employ certain strategies to monitor sex offenders,
provide community notification and conduct enforcement.
Association Executive Director John P. Grebert said,
"For more than a decade, managing sex offenders has
become an important function of law enforcement. Police are
on the front lines in ensuring that offenders comply with
the law and that citizens are informed about certain
offenders living in their communities." Fulton Police
Chief Orlo Green commented, "We are honored by the
recognition bestowed upon us by the New York State
Association of Chiefs of Police. It is important for law
enforcement agencies everywhere to have a comprehensive sex
offender management program that works to ensure the safety
of its citizens and community ".
Last year, the Association participated in a statewide
training initiative led by the New York State Division of
Criminal Justice Services (DCJS) in bringing sex offender
management training to police. The Association and DCJS
continue to work together in bringing the latest information
in sex offender management to law enforcement. The policies
and operations of the Fulton Police Department were assessed
and found to be in compliance with the elements of the new
Best Practices program. In addition to having a written
policy pertaining to sex offender management, they were also
required to provide proof of monitoring of offenders,
community notification, cooperation with other agencies, and
enforcement. At Friday’s presentation, Fulton Police Chief
Orlo Green received the certification from the Association’s
Director of Research, Development and Training, Mark Spawn.
Spawn is the former Chief of Police of the Fulton Police
Department. "I am especially pleased that Fulton PD is
the first agency to be certified under this new
program." Spawn also noted that the Best Practices
program takes several factors into consideration. "New
York State’s sex offender laws have changed every year
since its inception in 1996. For some departments, it has
been difficult to follow and adapt to all of the
changes." He added, "This program identifies the
most important aspects of sex offender registration and
gives agencies the ability to have an external validation of
their processes." Spawn also said that for agencies
that do not yet have a policy in place, the Association has
resources to assist departments in developing a plan to meet
their individual needs.

— New Years Eve night Fulton Police investigated a report
of a trespass in progress.
During the investigation it was found that Gregory
Hinkle, 34 years of
Syracuse
, was accused of forcing entry into a residence causing
damage to a door. While
inside the residence it is alleged that Hinkle did threaten
the resident with a knife.
Hinkle was arrested and during the booking process he
refused to be fingerprinted.
Hinkle was placed into a holding cell pending
arraignment and while inside the cell did urinate on the
floor of the cell block area.
Hinkle was arrested for the following charges:
Burglary in the First Degree, B Felony
Criminal Possession of a Weapon in the Third Degree, D
Felony
Menacing in the Second Degree, A Misdemeanor
Criminal Mischief in the Fourth Degree, A Misdemeanor
Obstructing Governmental Administration, A Misdemeanor
Criminal Tampering in the Third Degree, B Misdemeanor
Hinkle
was arraigned the next day and remanded to the Oswego County
Jail on 25,000 cash bail.
