York
recognized the City of
Fulton
, City of
Oswego
, and their respective police departments for their success
in AAA’s Community Traffic Safety Program today at an
Oswego County Traffic Safety Board meeting in
Oswego
.
AAA’s Community Traffic Safety
Program is an awards and recognition program for communities
of all sizes nationwide that identify and address their
local traffic safety issues.
The program considers basic crash statistics,
presence of a traffic safety leadership group, projects, and
their effectiveness. The awards progress from Honorable
Mention to Bronze, Silver, Gold, and to the highest level,
Platinum.
Top Platinum honors were awarded
to the City of
Fulton
. A Gold Award
was presented to the City of
Oswego
.
Gold
Awards are given to communities that implement programs and
projects that demonstrate superior effort at addressing
local traffic safety issues. Platinum
Awards are given to communities that not only demonstrate
outstanding success in addressing local traffic safety
issues, but show a clear trend of improvement over five
years and/or provide data that is substantially better than
the statewide data for communities of similar size.
“AAA’s
Community Traffic Safety Program recognizes the leadership
and rewards the efforts of communities that strive to
advance the cause of traffic safety,” said Wally Smith,

Central New York

delighted to honor these communities for their vital and
lifesaving work.”
Fulton
is receiving their second Platinum Award, demonstrating
success in addressing: aggressive,
distracted, and impaired driving; occupant protection and
child passenger safety; and bicycle, pedestrian, work zone,
school bus and school zone safety.
Fulton
met the criteria for a Platinum Award with their statistics
for vehicle occupant injuries and seat belt usage.
Fulton
has participated in the program for seven years, previously
receiving five Gold Awards in addition to the two Platinum
Awards.
Oswego
,
participating in the program for the first time, was
presented with a Gold Award, demonstrating success in
addressing speeding, aggressive and impaired driving,
occupant protection, and pedestrian safety.
Only
nine communities in
New York
State
received Platinum honors. In addition to
Fulton
, Platinum Awards were presented to Baldwinsville, Camillus,
Dobbs Ferry, East Syracuse, Garden City,
Irvington
, Manlius, and
Port Washington
,
NY
.

Fulton
Man charged with Rape
On February 6, 2009, the Fulton Police
arrested Sean A. Generous, age 44 of Fulton, after an
investigation by the Fulton Police Department and the Oswego
County Department of Social Services Child Protective
Division. Generous was charged with the following:
Rape

Class D Felony
Sexual Abuse 2nd (2 cts)
Class A Misdemeanor
Endangering the Welfare of a Child
Class A Misdemeanor
Generous is accused of engaging in sexual
intercourse and sexual contact with a person under the age
of fourteen between December 25, 2008 and January 1, 2009
while at his residence in the City of Fulton.
Generous was arraigned in the City of Fulton Court by the
Hon. Spencer J. Ludington and remanded to the Oswego County
Public Safety Center in lieu of $10,000 cash or $20,000
secure bail bond.
He is scheduled to return to Fulton City Court on February
11, 2009 at 9:00am.

Police Become First Agency Certified Under
New Program
Keeping Communities Safe Using Best
Practices in Sex Offender Management

SCHENECTADY, NEW YORK – The Fulton Police Department
became the first agency to become certified by the New York
State Association of Chiefs of Police (Association) in a new
sex offender management program. The certification
recognizes that Fulton Police are employing recognized
practices in managing sex offenders in their community. The
presentation was made at an 11:00 AM ceremony on Friday,
January 30, at the Municipal Building in Fulton, New York.
The "Certified Best Practices" program was
launched earlier this month to recognize police agencies
that employ certain strategies to monitor sex offenders,
provide community notification and conduct enforcement.
Association Executive Director John P. Grebert said,
"For more than a decade, managing sex offenders has
become an important function of law enforcement. Police are
on the front lines in ensuring that offenders comply with
the law and that citizens are informed about certain
offenders living in their communities." Fulton Police
Chief Orlo Green commented, "We are honored by the
recognition bestowed upon us by the New York State
Association of Chiefs of Police. It is important for law
enforcement agencies everywhere to have a comprehensive sex
offender management program that works to ensure the safety
of its citizens and community ".
Last year, the Association participated in a statewide
training initiative led by the New York State Division of
Criminal Justice Services (DCJS) in bringing sex offender
management training to police. The Association and DCJS
continue to work together in bringing the latest information
in sex offender management to law enforcement. The policies
and operations of the Fulton Police Department were assessed
and found to be in compliance with the elements of the new
Best Practices program. In addition to having a written
policy pertaining to sex offender management, they were also
required to provide proof of monitoring of offenders,
community notification, cooperation with other agencies, and
enforcement. At Friday’s presentation, Fulton Police Chief
Orlo Green received the certification from the Association’s
Director of Research, Development and Training, Mark Spawn.
Spawn is the former Chief of Police of the Fulton Police
Department. "I am especially pleased that Fulton PD is
the first agency to be certified under this new
program." Spawn also noted that the Best Practices
program takes several factors into consideration. "New
York State’s sex offender laws have changed every year
since its inception in 1996. For some departments, it has
been difficult to follow and adapt to all of the
changes." He added, "This program identifies the
most important aspects of sex offender registration and
gives agencies the ability to have an external validation of
their processes." Spawn also said that for agencies
that do not yet have a policy in place, the Association has
resources to assist departments in developing a plan to meet
their individual needs.

Man Arrested For
Burglary

— New Years Eve night Fulton Police investigated a report
of a trespass in progress.
During the investigation it was found that Gregory
Hinkle, 34 years of
Syracuse
, was accused of forcing entry into a residence causing
damage to a door. While
inside the residence it is alleged that Hinkle did threaten
the resident with a knife.
Hinkle was arrested and during the booking process he
refused to be fingerprinted.
Hinkle was placed into a holding cell pending
arraignment and while inside the cell did urinate on the
floor of the cell block area.
Hinkle was arrested for the following charges:
Burglary in the First Degree, B Felony
Criminal Possession of a Weapon in the Third Degree, D
Felony
Menacing in the Second Degree, A Misdemeanor
Criminal Mischief in the Fourth Degree, A Misdemeanor
Obstructing Governmental Administration, A Misdemeanor
Criminal Tampering in the Third Degree, B Misdemeanor
Hinkle
was arraigned the next day and remanded to the Oswego County
Jail on 25,000 cash bail.
