On the 27th day of January, 2010, at approximately 7:30 pm, while at 215
Cayuga St. in the City of Fulton, County of Oswego, State of New
York, the defendant, John A. Williams, was arrested for driving while
intoxicated.
Upon information received from witnesses, the defendant operated a
motor vehicle in a westerly direction direction and displayed erratic operation.
The defendant was then observed by police operating the same motor vehicle
in an easterly direction in the 200 block of Cayuga St. The defendant then pulled
the vehicle into the parking lot of 215 Cayuga St. The defendant was observed to
have glassy eyes, slurred speech, poor and delayed motor functions and the
smell of a consumed alcoholic beverage could be detected when he spoke. The
defendant was administered three standard field sobriety tests, consisting of the
walk and turn, one leg stand and recital of the alphabet. The defendant failed all three
tests. The defendant was also agreed to submit a breath sample for chemical
analysis at the NY State Police Barracks in the City of Fulton. The results of the
defendant's breath sample yielded a BrAC of between .06% to .08%.

It is also alleged that on the 18th day of February, 2009 at approximately
11:58 A.M. while at 1 S. First St., the HSBC Bank, in the City of Fulton, New
York the said defendant Ella M. Smith did knowingly possess a forged
instrument, that being, a HSBC personal check, number 1770, from an account
which belongs to the victim, and was made out in the amount of $400.00. The
said defendant did cash the above mentioned check, withdrawing the full amount
without the knowledge or permission of the owner and then split the proceeds

It is also alleged that on the 20th day of February, 2009 at approximately
12:05 P.M. while at 1 S. First St., the HSBC Bank, in the City of Fulton, New

The defendant was arrested on 01/28/2010 while at 41 S. Second St. for
the offense of Aggravated Unlicensed Operation of a Motor Vehicle, Drivers
View Obstructed, Passed Red Light, Unlicensed Operator and Unlawful
Possession of Marihuana.
The defendant was found to be the operator and sole occupant of a motor
vehicle, which passed a steady red signal at S. Second St. and Oneida St.
On stopping the vehicle in the parking lot at 41 S. Second St. it was found
that the windshield was almost completely covered with ice. It was also found
that the defendant only had a NYS learners permit which was suspended on
05/15/2009 for failing to answer summonses in the Town of Volney and on
04/22/2008 in the Town of Pamelia in Jefferson County. The defendant was
also found to possess a silver colored metal grinder which contained a
marihuana.

It is alleged that on the 29th day of January, 2010, at approximately 9:26
P.M., while at the corner of Vanburen St. and N. Second St. in the City of
Fulton, New York the said defendant, Norine A. Lecuyer was operating a
motor vehicle on a public highway when she made a left hand turn onto
N. Second St. without using a turn signal. The said defendant continued
down N. Second St. in a southern direction driving across hazard markings
approximately four times. The said defendant then continued on N. Second St.
traveling approximately 10 miles per hour in a 30 mile per hour zone, before
making an improper right turn onto Oneida St. The said defendant was found
to have an odor of an alcoholic beverage coming from her person, slurred
speech, was unsteady on her feet, had glassy eyes, and failed three
Standard Field Sobriety Test, those being the Horizontal Gaze Nystagmus,
the finger dexterity test, and the alphabet test. Once back at the Police
Department the said defendant did refuse to take a breath screening test.

It is alleged that on the 21st day of November 2009, while at 268 S. Fourth
Street Apartment # 5 Fulton, New York, at approximately 8:00 pm, the said
defendant, Jason M. Quackenbush, while being in an intoxicated condition
did grab the victim, who is fifteen years of age, around her waist and kissed
the victim on her neck, after she had pushed the defendant away. Furthermore,
the defendant grabbed a second victim who is also 15 years of age, and picked
her up, while also rubbing her thigh. The said defendant then left the apartment
and returned a short time later. Once back at the apartment the said defendant
was pounding and kicking the door in an attempt to be let in. Said actions by
the defendant did cause the victim to feel very uncomfortable and afraid and
were likely to be injurious to her physical, mental, or moral welfare.

On 01/31/10 at approximately 9:04 PM, while in the parking lot of Price
Chopper, located at 12 W. First St. S., in the City of Fulton, County of
Oswego, State of New York, the said defendant, Kevin J. Warner, was
arrested for the offenses of aggravated unlicensed operation in the second
degree, unlicensed operation, failure to keep right, and failure to have a front
plate affixed.
It is alleged that on 01/31/10 at approximately 8:56 PM, while on W.
Fourth St. S. near Jerome St., the City of Fulton, County of Oswego, State of
New York, the said defendant operated a motor vehicle in a northerly direction,
and while negotiating a curve in the road, failed to keep right. It is also alleged
that while operating said vehicle, the defendant knew, or had reason to know
that his license to operate a motor vehicle in this state, was revoked on
03/04/09 for driving while ability impaired for a CDL holder, suspended on
08/06/09 for driving while ability impaired by alcohol, and suspended for
failure to pay two fines in the Town of Clay, on 07/19/09. It is further alleged
that there was not a front plate affixed to the vehicle.
