On the 18th of January at approximately 1:25 AM while in the 200 block of
Academy St., in the City of Fulton, County of Oswego, State of New York, the
defendant, Clifford F. Sloppy was arrested for Driving While Intoxicated,
Inadequate Muffler, Failure to Submit to a breath screening test, Failure to
stop at a red arrow, Improper left turn and Failure to keep right.
It is alleged that at approximately 1:21 AM, while at the intersection of E.
Broadway and S. Second St., the said defendant did operate a motor vehicle
in a easterly direction on a public highway with no muffler. The said defendant
did fail to stop at the clearly marked stop line and cross walk, by stopping with
his entire vehicle passed the markings and turn north onto S. Second St., turning
improperly by crossing into the left turn only lane for south bound traveling
vehicles. As the defendant continued north, he failed to keep right by driving
with both driver's side tires on the yellow "do not drive" markings that divide
north and south traffic for approximately a block from E. Broadway to the
area of Highland St. Further investigation found that the defendant was not
wearing his seat belt. The defendant was found to have slurred speech,
glassy bloodshot eyes and the strong odor of a consumed alcoholic beverage
coming from his mouth as he spoke. The defendant then refused to complete
any field sobriety tests and declined to submit to a alcohol pre-screening
device.
It is further alleged that while at the Fulton Police Department at
approximately 1:50 AM, the said defendant did prevent a uniformed police
officer from performing his official duties by refusing to submit to the required
fingerprinting process and booking procedures related to his lawful arrest.
While being held pending his arraignment, at approximately 2:35 AM, 2:48 AM
and 3:21 AM, the defendant did urinate in front of the cell which caused a
substantial inconvenience to city employees to clean the hazardous liquid.

On the 18th day of January, 2010, at approximately 11:15pm, while in the
200 blk of Highland St. in the City of Fulton, New York the defendant, Phillip
Z. Butler, was arrested for Robbery 3rd Degree, Obstructing Governmental
Administration in the second degree and Resisting Arrest.
It is alleged that on the 18th day of January, 2010, at approximately,
10:52pm, while at S. Fourth St. at Highland St. in the City of Fulton, New
York, the defendant Phillip Z. Butler, did push the victim down and take a
green beach bag containing lotion, two bathrobes, and a book from her.
The defendant then ran down the street away from the victim. The defendant
was found on the 200 blk of Highland St. and instructed by uniformed police
officers to stop. The defendant refused to stop and began pulling away from
and kicking police officers.

On the 19th day of January, 2010, at approximately 9:22 PM while in the
100 block of Oak Street, in the City of Fulton, the defendant, Vell K.
Smithers, was found to be operating a motor vehicle while his operating
license was suspended for having 18 scoffs on 4 dates. While police
were investigating the incident on a vehicle and traffic stop the said
defendant ran away from police on foot after being told that he was under
arrest. The said defendant did refuse to stop running after being warned
to stop. The said defendant did further struggle with officers and refuse
verbal commands to comply with being arrested once he was caught.
During arrest the said defendant was found to be in possession of a clear
plastic bag which contained a green leafy substance

On 01/20/10, at approximately 2:40 AM, while on Seward St. at Whitaker
Rd. in the City of Fulton, County of Oswego, State of New York, the said
defendant, Joseph Lee Fuller, was arrested for Driving While Intoxicated, and
subsequently Criminal Possession of a Controlled Substance 4th, Criminal
Possession of Marihuana 5th, and Unlawful Possession of Marihuana.
It is alleged that on 01/20/10, at approximately 2:26 AM, the defendant
operated a motor vehicle in an easterly direction on Seward St. near Whitaker
Rd., and while doing so, was in an intoxicated condition. Said intoxication was
determined by the defendant having slow, slurred speech, glassy eyes,
impaired motor coordination, and the odor of a consumed alcoholic beverage
emanating from his breath. Three standardized field sobriety tests were
administered to the defendant, and he failed all three tests. The tests
administered were the walk and turn, the one leg stand, and the horizontal
gaze nystagmus evaluation. The defendant was placed in custody and
transported to the police department, where he supplied a breath sample for
chemical analysis. Said test indicated the defendant's blood alcohol content
was greater than .06%.
During the inventory of the defendant's vehicle subsequent to arrest, the
following was located: a plastic baggy containing 30.5 grams of marihuana,
located; a plastic bag containing 18.4 grams of hallucinogenic mushrooms;
a baggy containing a small amount of marihuana, a small glycerine baggy
containing a small amount of marihuana, and a multi-colored glass smoking
pipe with burnt marihuana residue in the bowl portion of the pipe. The
defendant was the driver and sole occupant in said vehicle.

the City of Fulton, the defendant, Rodney Clyde Haskins Sr., was arrested on
the charges of Reckless Endangerment 2nd, Endangering the Welfare of a
Child and Disorderly Conduct.
It is alleged that on the above date and location, around 4:00pm, the
