DOG
CENSUS
FULTON, NY - JUNE 20, 2007 - Is your dog
licensed? If not, get to it because the dog census is about
to begin! Fulton begins its tally of all dogs owned or
harbored in the city. All dogs four months and older must be
licensed under New York State law. Licenses can be obtained
through the City Clerk’s office located at the Municipal
Building at 141 South First Street between 8:00 and 5:00 PM.
When licensing your dog be sure to bring proof of rabies
vaccination.
Animal Control Officer Paul Cooper will
be conducting the dog enumeration by personally canvassing
residences. He will ask a few simple questions of each
household. The typical canvass will take about one minute.
If your dog is not licensed when the
Animal Control Officer comes around you will be given a
reminder notice which requires compliance within ten (10)
days. If the dog is not properly licensed by the end of that
time a summons may be issued. Violations can result in fines
of $25-100.
WILD
ANIMAL REGISTRATION
If you own a
snake, alligator, wild cat, monkey, coyote, fox, bear or a
number of other types of wild animals, you may be required to
register them under a new state law.
Synopsis: Any person owning, possessing or
harboring a wild animal (defined below) must report same to
the City Clerk (for animals owned, possessed or harbored in
the City of Fulton) on or before
April 1 of each year.
Purpose and intent: To provide emergency
services without delay; to protect emergency services
personnel and the public welfare.

Pet dealers (defined in §752-a GBL) and zoological facilities
are exempt from the filing requirement.
Penalties:
A civil penalty of not more than $250 for a first offense, or
for a subsequent offense, a civil penalty of $250-1000.

Dog
Licensing Law
Dogs not at large must be licensed at age 4
months.
Effective January 1, 2003, "Therapy
Dogs" are exempt from licensing fees. Additionally,
service and detection dogs are also exempt form fees. These
are specifically defined classifications of dogs:
service
dog - a dog trained to do work for the benefit of a person
with a disability (physical, mental or medical impairment....)
detection
dog - dogs trained to detect drugs, explosives, firearms,
cadavers, school contraband, jail contraband
therapy
dog - dogs trained to aid the emotional and physical health of
patients in hospitals, nursing homes and retirement homes or
in a recognized training center...
Office
of Animal Control
The City of
Fulton Animal Control Officer works through the Fulton Police
Department. This office is responsible for handling various animal-related
complaints, including lost and missing pets, dangerous dog complaints,
and nuisance animals. The Animal Control Officer is also the
enforcement officer for violations of state and local law relating
to animals.
Paul
D. Cooper - Animal Control Officer
Paul D. Cooper
has served as the Animal Control Officer for the City of Fulton
since 1999. His duties include enforcing the various state laws
and City Code pertaining to dogs, cats and other animals. Mr.
Cooper is a sportsman with interests in hunting and fishing,
has handled hunting dogs for several years, and founded the Oswego
County chapter of Ducks Unlimited in the 1970's.
Pet Regulations Summary
The Animal
Control Officer reminds City residents of the following local
laws concerning dogs, cats and other pets:
It is unlawful
to allow dogs, cats and other pets:
- to damage
property of another;
- to chase,
jump, harass or annoy any person;
- to defecate
or urinate on public property or property of another [dog
ordinance amended on 5/15/01 to provide that there is no
violation if the defecation of a dog on public or private
property is immediately removed*];
- to create
offensive odors,
- and, it is
unlawful to allow a dog to run at large or to habitually howl
or bark
Animals that
are in violation of the City law are subject to impoundment.
Owners are responsible for impoundment and redemption fees. Fines
range from $25-100 for each offense.
*Section
57-5(A)(6) of the City Code of the City of Fulton is deleted
and replaced by the following: An owner of any dog shall not
permit said dog to defecate on any school ground, public
street, alley, sidewalk, tree bank, park or any other public
grounds or any private property within the city, other than
the premises of the owner of said dog, unless said defecation
is removed immediately.
